Additional Property Attributes

An ASTM/Ohio VAP standard Phase 1 and limited Phase 2 sampling was performed; Phase 1 indicated 1 REC/IA and 1 HREC: REC/IA-1 - 20 year use as the former Farm Service Center manufacturer, storage and distribution of fertilizers; HREC - former USTs with BUSTR NFA dated 2004; Full parcel listing would not fit in parcel data field: 44-0112-01-019.001, 44-0112-01-023.000, 44-0112-01-024.000, 44-0112-01-025.000, 44- 0112-02-006.000, 44-0112-02-007.000, and 44-0112-02-008.000; Limited Phase 2 results indicate the presence of arsenic in soil above residential VAP standards but below commercial stds; arsenic and cobalt were present in ground water above unrestricted potable use stds however the results are likely from high turbidity; property and surrounding area is serviced by municipal water supply; no pesticides or herbicides were detected in soil or ground water however phosphate and formaldehyde were detected in soil below unrestricted use standards

Former Use: the Site was historically used as the former Farm Service Center that operated as a manufacturer and/or distributor of fertilizers, pesticides, and herbicides from approximately the early 1960s through 1987 when the facility closed. According to a previous Phase I ESA completed at the former Farm Service Center facility and documents provided by the Village of Spencerville, poor housekeeping and reports of spills of raw fertilizer materials were noted throughout the entire former Farm Service Center facility. Further, past limited sampling of surface water indicated elevated levels of fertilizer constituents and herbicides at the Site. According to Sanborn Maps, the Site was previously occupied by the Erie Hotel and Restaurant and/or three former residences from approximately 1902 through 1946. The property is comprised of 8 parcels owned by private individuals except during Farm Service Ctr ownership from about 1977 to 1999 when the property was foreclosed to the Village then transferred to the Village CIC in 2107
