Limited Ph2 sampling was performed; a previous ASTM phase 1 indicated 4 RECs: 1-automotive use 2-dry cleaning 3-offsite automotive 4-offsite dry cleaner; sampling was biased to the REC's; analytical results indicated the presence of VOC, TPH and PAH in soil but below Ohio VAP commercial use standards; VOCs were also detected in soil vapor but met commercial use standards when evaluated in VISL calculator; shallow ground water was not encountered during sampling at the site; Subsequent to the Ph2 investigation, the property was transferred to a new owner for commercial use; The end user was receiving financial assistance from SBA loan program which triggered the need for Ph1 and Ph2 assessment Former Use: The site was historically used for automotive repair and dry cleaning from about 1914 to 1974 and for residential previously; the one-story building was constructed in 1976 used primarily for restaurant, bar and office space; the property was vacated from about 2015; the property was owned by Stark Management Services until 1975 when purchased by Downtown Associates
