Additional Property Attributes

Labeled Dr. Bett Farm on 1918 map. Developed in 1939 by Carter Fabrics Corp. J.P. Stevens Corp. (JPS) acquired property in 1944 and operated until 2001. Currently vacant. Former textile mill manufacturing rayon beginning in 1940. Buildings now partially demolished. Demolition debris, paved parking areas, and outbuildings remain. Fire suppression buildings with water wells present. Drainage system observed with flows draining to Reedy Creek. Once contained coal storage tower and coal-powered boiler. PCB spill in 2007; no documentation. Two tanks listed as removed from ground or out of use; no documentation. LUST case closed in 2004; no documentation available. Phase II: Cobalt detected at low level in groundwater; however, no groundwater use on-site. Arsenic and SVOCs/PAHs detected above industrial RSL, but are consistent with industrial soil. PCBs appear to be the primary concern on-site. PCBs were detected greater than the industrial RSL. PCB impacts are likely limited to areas near former manufacturing building although there is potential for other hot spots. No PCBs detected in stream sediments or from area of assumed historical PCB release. Data do not suggest a vapor risk. Recommend no residential use and additional sampling to assess the extent of PCB impact. Institutional and engineering controls for future site use are suggested.
