Additional Property Attributes

The property affiliated with 618R Waverly St underwent a Phase I Assessment in 2009, Phase II Assessment in 2010, and cleanup/reuse planning. An Activity and Use Limitation (AUL), RTN 3-29744, was filed in 2012 for a portion of the Site by the then current property owner Charles L. Silton, Inc. Contaminants of concern include metals, EPH and PAHs associated with historic fill materials and point source releases of petroleum due to historical activitites asssociated with past operations as a gasoline station and junkyard. The AUL restricts the use of the property to commercial / industrial uses only and requires a Soil Management Plan and Health and Safety Plan prior to any soil disturbance. In 2015, the Town acquired the property via Tax Title taking. At that time the lot lines were rearranged to create a more marketable commercial property with the parcel containing the existing structure sold at auction and the remaining area (current day 618R Waverly St parcel) left to Town ownership. Both of the newly created lots still contain the AUL. A Site Plan which identifies the AUL area has been included as a reference. Environmental concerns are unknown on the remaining properties which have been vacant and kept in their natural state for many years (with the exception of the Waverly St parcel, parcel ID 134-64-9905, which includes paved surfaces). The area surrounding the subject parcels have historically been utilized for commercial/industrial/residential uses including auto related uses. Additionally, abutting properties have illegally dumped material along the edges of the subject properties over the years. As the subject parcels represent a low land area collecting stormwater runoff from abutting uses, the City is conducting environmental due diligence to determine the extent, if any, of contamination and any impacts that may need to be managed as part of proposed redevelopment into a passive recreational area and boardwalk. An ASTM Phase II Environmental Site Assessment (ESA) and regulatory compliance assistance will be conducted for two (2) of the six (6) City owned parcels located at 618R Waverly Street (parcel (parcel ID: 134-64-7867) and Waverly Street paper road (parcel ID: 134-64-9905) The assessment will assist in: supporting the change in use of a portion of the Site from commercial to passive recreational open space / conservation land to be known as Cedar Woods; determine the compliance status of 618R Waverly Street with respect to the Massachusetts Contingency Plan (MCP) � 310 CMR 40.0000; and determine the environmental conditions on the Waverly paper road property, which will also provide the City with an indication of the potential conditions on the remaining portions of the Cedar Woods site. Former Use: The Site consists of 6 parcels of land and a paper street totally approximately 17.9 acres and is generally undeveloped, wooded land 618R Waverly St (Parcel ID 134-64-7867); Waverly St (134-64-9905); 117 Cedar St (134-74-0159); Cedar St (134-64-9696); Mellen St (134-64-9456); 32 Cypress St (140-73-1734) and paper street (140-73-0788). Part of the 618R Waverly St parcel is developed with a paved surface parking area. An unnamed paper street runs through portions of the 117 Cedar Stand 32 Cypress St parcels. No structures or other notable features are currently located on the Site. The area surrounding the Site is primarily residential along Mellen, Cedar, and Cypress Streets. Several commercial / light industrial buildings are located to the north of the Site along Waverly St. The entirety of the Site is zoned General Residence, with the exception of a small portion of the 618R Waverly St parcel, which is zoned as Business. Properties to the north and west of the site are zoned General Manufacturing. / Dating back to the late 1800s, no development has been documented to have occurred on the Site, however proposed roads and subdivisions on the southern half of the property were included in 1930 Sanborn Fire Ins
