Additional Property Attributes

At this time, the property is proposed to be rehabilitated or renovated into residential housing which is consistent with its current zoned use. The subject property is part of the Restore NY Grant Program. Former Use: The Site is 0.123 acres and is developed with a two-story, 1,797 square-foot, residential building. The ground surface at the Site is generally level. Groundcover consists primarily of residential lawn. The Site is accessed from Franklin Street.The Site and surrounding area is zoned residential. Past owners of the Site, as identified by a review of documents available from the Ulster County Asessor's Image Mate Online Database, include Mr. Chas C. Green, from whom the City of Kingston acquired the property in June 2014 via tax title taking. A Phase I ESA for the Site in March 2019. The Phase I ESA identified the following recognized environmental conditions (RECs): * Two off-Site listings, located at 45 Franklin Street and 54 Franklin Street (Figure 2), are both within 500 feet upgradient of the Site and are listed for fuel oil releases of unknown quantity. Based on the proximity upgradient of the Site and the unknown quantity of the releases, these releases pose a risk of impacting environmental media at the Site. * Based on the results of a Vapor Encroachment Screening, the possibility for vapor intrusion into the Site building exists due to the nearby, upgradient fuel oil releases. The Phase I ESA further concluded that, based on the age of the Site building, hazardous building materials, such as asbestos-containing materials (ACM), lead-based paint (LBP), and PCBs could not be precluded. It should be noted that the groundwater flow direction presumed for the Phase I (to the north-northeast) was based on local topography. However, during Phase II ESA activities the groundwater flow direction was interpreted to be different (generally to the southwest, with a southeast component) than presumed during the Phase I. Therefore, what was considered "upgradient" of the Site has now changed based on the data from the Phase II. Th
