Additional Property Attributes

QAPP approved 5-31-19 Former Use: The Site is 0.04 acres and is developed with a two-story, 1,118 square-foot, residential building and a one-story, 216 square-foot, detached garage. The ground surface at the Site is generally level. Groundcover consists primarily of residential lawn. The Site is accessed from Van Deusen Street. The Site and surrounding area is zoned residential. However, a current commercial property used for woodworking and formerly operated as an automobile repair garage is located approximately 40 feet east of the Site at 42 Van Deusen Street. The Site appears to have been residential since it was first developed sometime between 1887 and 1899, as determined by a review of Sanborn maps available for the area. The area surrounding the Site has remained primarily residential, with the exception of a property 34 feet east of the Site. That nearby site has been operated as an auto repair shop, a beverage warehouse, and a manufacturing facility. The Site is currently owned by the City of Kingston, who acquired the property through tax delinquency. A Phase I ESA was completed for the Site in March 2019 which identified the following recognized environmental conditions (RECs): ? A nearby property, 42 Van Deusen Street, has historically been operated as an auto repair shop and a manufacturing facility, both of which are considered high-risk uses. It was presumed that releases that could impact Site subsurface conditions might have occurred as a byproduct of these high-risk uses. ? Two former gasoline service stations, located at 66 Henry Street and 105 Cedar Street, are within 500 feet and upgradient of the Site. ? Two small cardboard barrels in poor condition and containing an unidentified white powdery substance were present at the Site at the time of the Site reconnaissance. ? A leaking 275-gallon fuel oil aboveground storage tank (AST) was identified in the basement of the Site building during the Site reconnaissance. ? A Vapor Encroachment Screening performed as part of the Phase I ESA concluded that vapor intrusion into the Site building could be occurring due to the leaking aboveground storage tank (AST) and/or the potential upgradient releases. The Phase I ESA further concluded that, based on the age of the Site building, hazardous building materials, such as asbestos-containing materials (ACM), lead-based paint (LBP), and polychlorinated biphenyls (PCBs) could not be precluded. The City of Kingston notified the Kingston Fire Department regarding the unidentified white powdery substance. The Kingston Fire Department?s Hazardous Materials team removed the barrels on April 4, 2019. It should be noted that the groundwater flow direction presumed for the Phase I (to the north-northeast) was based on local topography. However, during Phase II ESA activities, the groundwater flow direction was determined to be different (generally to the southwest) than presumed during the Phase I. Therefore, what was considered ?upgradient? of the Site has now changed based on the data from the Phase II.
