Additional Property Attributes

The Property is approximately 0.48 acres in area and is located on the southwest corner of the intersection of West 8th Avenue and K Street. The Property consists of three adjacent parcels (MOA Parcels 001-053-23-000, 001-053-31-000, and 001-053-32-000) owned by the Anchorage Community Development Authority since 2013. The Property is in an area zoned as B2C or Central Business Periphery. Currently, the Property is vacant and undeveloped and can be accessed from both West 8th Avenue on the north and K Street to the east. The Property is generally flat and free of any structures. The north parcel (001-053-23-000) is associated with the address 1000 West 8th Avenue and is vacant, unpaved, and was historically used for parking. The center parcel (001-053-31-000) is associated with the address 812 K Street and is vegetated with a few trees, and formerly contained a residential structure. The south parcel (001-053-32-000) is associated with the address 818 K Street and is currently vacant, but also formerly contained a residential structure. Former Use: According to the 2018 Phase I ESA report for the Property (Shannon and Wilson, 2018), the Property was used for residential purposes from approximately 1950 to 2012 when the residential structures were demolished. The 1969 Sanborn Map included in the Phase I ESA shows one residential structure on the south parcel of the Property (818 K Street) and one residential structure on the center parcel of the Property (812 K Street). Aerial photos (Google Earth 2018) show the footprints of these buildings (Figure 2). According the Phase I ESA for the Property, Diamond Parking Services formerly occupied the northern parcel (1000 West 8th Avenue), but the operational time is unclear. A preliminary geotechnical investigation at the Property by Shannon and Wilson in March 2018 reported that potential hydrocarbon odors were detected in soil samples collected in the subsurface at 15 and 20 feet below the ground surface (bgs) in the southwest quadrant of the Property (boring B-2; see Figure 2). The June 2020 Supplemental Assessment revealed that near-surface soil was evaluated for potential impacts from lead from three sample intervals (0 to 0.5 feet bgs, 0.5-feet to 1.0-foot bgs, and 1.0-foot to 1.5 feet bgs) surrounding the former building footprints for potential lead impacts from the demolition of the former residential structures in 2012. Lead was not detected above the ADEC cleanup level of 400 mg/kg in any sample. Based on the results from the previous Phase II ESA (Stantec 2018) and this Limited Phase II ESA it appears that the groundwater on the northern and eastern boundaries of the Property are impacted by low levels of chloroform from an unknown source. Chloroform in groundwater can have potential non-point sources (e.g. urban runoff of chlorinated water) and point sources (e.g. septic systems) as well as natural sources, therefore making determination of contamination sources difficult. Instead of additional efforts to determine the source of chloroform, the use of Institutional Controls (ICs) may be utilized to prevent the future use of the groundwater on this Property may be appropriate.
