Additional Property Attributes

The Property consists of approximately 0.36 acres of land legally identified as Southwest 1/4 Section 33, Township 18 North, Range 2 East, Seward Meridian, Tract 1 Power House Subdivision. It is located within the Palmer central business district and is part of the former Matanuska-Maid (Mat-Maid) block or complex. The Mat-Maid block was the center of the industrial and commercial heart of the 1935 Matanuska Colony, the largest of the Federal Emergency Relief Administration New Deal planned communities (AlaskChem, 2012). The Alaska Rural Rehabilitation Corporation (ARCC) owned the original colony assets; however, by 1936 the Matanuska Valley Farmers Cooperative Association (MVFCA) formed to manage the colony?s assets (produce and dairy).
The owner of the property (Palmer Arts Council) applied for a DEC Brownfield Assessment and Cleanup service for FY2021. DEC conducted site assessment activities and groundwater sampling. Work conducted through the DBAC program in 2020-2022 included Fraction of Organic Carbon testing and allowed DEC to develop an alternative cleanup level on the site. Mercury in groundwater appears to be the result of suspended solids as dissolved mercury sample levels were below DEC cleanup levels.

While working to remove an area that contained naphthalene above the alternative cleanup level, a black layer approximately 9 inches below ground surface that was not previously described in other reports was discovered. The black layer is distinct, and the soil beneath it did not contain contaminants above DEC cleanup levels. DEC conducted multiple sampling events in order to horizontally and vertically characterize the extent of contamination at the site.
