Additional Property Attributes

The Kansas Department of Health and Environment Brownfields Program received an application from the Parsons Community Development Corporation for a Phase I Targeted Assessment to be performed on the property located at 1707 Main St. in Parsons, KS. The concern for possible contamination includes asbestos, mold and lead based paint. The goal of the project is to rehabilitate the building for commercial retail businesses. The Kansas Department of Health and Environment (KDHE) completed a Phase I Brownfields Targeted Assessment (BTA) at the property in Parsons, Kansas. Based on the Phase I report, no ?Recognized Environmental Conditions? (RECs) were identified at the property. No further investigation is needed through the Brownfields Program and the property is cleared for redevelopment. Business Environmental Risks (BERs) were found during a NESHAP Limited Asbestos, Lead-Based Paint (LBP), and Mold Survey. Based on the information collected during the survey, asbestos containing materials (ACMs) were identified as 26 square feet of vinyl sheet asbestos (2% chrysotile) and drywall joint compounds throughout the building (20% chrysotile). Lead-Based Paint was identified as beige paint on medal (2.2 mg/cm2), gray paint on wood (1.7 mg/cm2), white paint on metal (2.1 mg/cm2), yellow paint on plaster (1.7 mg/cm2), pink paint on plaster (3.2 mg/cm2), blue paint on plaster (6.6 mg/cm2), gold paint on plaster (1.2 mg/cm2), green paint on plaster (1.1 mg/cm2), blue paint on plaster (1.6 mg/cm2), red paint on wood 6 mg/cm2), beige paint on wood (10.1 mg/cm2). Abatement of the ACM will likely be required prior to demolition.

An Asbestos Abatement was conducted from October 14 through October 1, 2019 and February 26 through March 4, 2020 on the Sullivan Furniture Building in Parsons, Kansas. The abatement event was funded through the Brownfields Cleanup Assistance Program and completed to support the proposed redevelopment of the subject property. Based on the prior Asbestos Survey Report and assessments conducted at the time of abatement, no additional asbestos containing materials were discovered. No further investigation or abatement is needed through the Brownfields Program and the property is cleared for redevelopment.
