Additional Property Attributes

Former Use: The Subject Property is located in a generally commercial area in downtown Albany, Georgia. Historically the surrounding area has been commercially developed since the 1880s. A county courthouse is located at the west adjacent property; the Dougherty County Management facilities to the north; a parking lot to the adjacent east; the Albany Herald is located at the southeast adjacent property; the Dougherty County School System Administrative building is located at the south adjacent property; and the Government Center is located at the southwest adjacent property. The building was formerly used by the local utility company. An ABCA addressing needs of abatement / remediation at the Site was submitted in June 2021. A SSQAPP for the Site was approved in September 2021. The City of Albany (City), through their United States Environmental Protection Agency (EPA) Brownfields Revolving Loan Fund (RLF), Cooperative Agreement BF-01D11320, executed a loan to 207 Pine, LLC on November 23, 2021, for $260,000 for eligible costs associated with asbestos-containing materials (ACM) and lead-based paint (LBP) abatement detailed in the June 11, 2021 Environmental Abatement Design. The RLF was specifically used to pay for the environmental abatement, air monitoring and clearance sampling, and to document that the standard of abatement was met to be considered eligible for expenses to be paid for from the loan and the borrower. On January 26, 2022, Southern Environmental Services, Inc. (SESI) mobilized and prepped the Site for environmental abatement activities. Abatement was completed on March 14, 2022 with the disposal of the final shipment of asbestos waste. Construction and abatement activities completed under the EPA RLF were in compliance with DBA requirements through March 2022.
