Additional Property Attributes

During the Site reconnaissance, MSG identified a partially empty can of TCE along with heavy apparent petroleum staining proximate to a rectangular disturbed area suspected to be the location of a former heating oil AST in the basement of 909 Madison Avenue. Further, several cracks in the basement floor and an apparent cistern or pit beneath the basement floor proximate to the stained area and/or can of TCE represent pathways for potentially release(s) chemicals within the building to reach environmental media. Therefore, the storage, handling, and apparent release of petroleum and/or hazardous substances within the 909 Madison Avenue building represent a REC/IA in connection with the Site. Although, not considered a REC or IA in connection with the Site, MSG identified asbestos containing building materials (ACBM) within the Site buildings that included floor tiles, mastics, linoleum, insulation, pipe wrap, floor underlay, roofing, and fire doors. The Ph. II data indicate that sub-slab vapor beneath the Site building is impacted with 1,2,4-triethylbenzene, 1,3 butadiene, and benzene above their respective VAP Residential Indoor Air Standards, but below Commercial Indoor Air Standards at two sampling locations. However, MSG used the U.S. EPA VISL Calculator to evaluate the sub-slab vapor analytical results and identify if the detected VOCs pose a potential risk to indoor air via the vapor intrusion pathway. The VISL calculated indoor air concentrations for each of the detected VOCs were all below their respective VAP Residential Indoor Air Standards. Further, the calculated cumulative carcinogenic risk and noncarcinogenic hazard quotients were below their respective target threshold risk and hazard values for both the residential and commercial receptors. Therefore, the detected VOCs in sub-slab vapor do not appear to pose a risk to indoor air via the vapor intrusion pathway. Former Use: 909 Madison Avenue is developed with a three-story, 6,036-square foot office/apartment building with a full basement constructed in 1897 that is currently vacant; 911 Madison Avenue is developed with a three-story, 5,440-square foot office building with a full basement constructed in 1897, that is currently occupied by American Way for storage, Marketplace Ninjas (marketing firm), and an apartment; 913 Madison Avenue is developed with a three-story, 4,560-square foot office building with a full basement constructed in 1897, that is currently occupied by Toledo Streets Newspaper as office space on the first floor and vacant apartments on the second and third floors; A new mixed-use development in the heart of downtown Toledo coming late 2020. Located in the Central Business District, Library Square offers a charming, walkable urban experience in an up-and-coming area between three downtown landmarks, the Hylant Building, SSOE World Headquarters and the Main Branch Library.
