Additional Property Attributes

At this time, the property is proposed to be rehabilitated or renovated into residential housing which is consistent with its current zoned use. The subject property is part of the Restore NY Grant Program. Former Use: Based on information gathered from the review of historical data sources, the Site is located in an area of Kingston developed for residential uses prior to the late-1800?s. The first identified development of the Site was prior to 1887 as a residence. Site uses prior to 1887 were not identified during the historical review. According to the Ulster County Image Mate Online Tax Report the City of Kingston acquired the Site on June 26, 2014.Tax information indicates that the former owner was Chas C Green who acquired the property in 1999 from Charles Green. A Phase I ESA was completed for the Site in March 2019. The Phase I ESA identified the following RECs for the Site: * Two off-Site listings, located at 45 Franklin Street and 54 Franklin Street, are both within 500 feet of the Site and are listed for fuel oil releases of unknown quantity. Based on the proximity to the Site and the unknown quantity of the releases, these releases pose a risk of impacting environmental media at the Site. * Based on the results of a Vapor Encroachment Screening, the possibility for vapor intrusion into the Site building exists due to the nearby fuel oil releases. The Phase I ESA further concluded that, based on the age of the Site building, hazardous building materials, such as asbestos-containing materials (ACM), lead-based paint (LBP), and polychlorinated biphenyls (PCBs) could not be precluded. It should be noted that the groundwater flow direction presumed for the Phase I (to the north-northeast) was based on local topography. However, during Phase II ESA activities the groundwater flow direction was determined to be different (generally to the southwest, with a southeast component) than presumed during the Phase I. Therefore, what was considered "upgradient" of the Site has now changed based on the data from the Phase II.
