Additional Property Attributes

he David F. Smith Property (MSB Parcel ID 74182) is a 6.62-acre parcel of land located to the south of the Parks Highway, and north of a Home Depot. The eastern property edge is bound by an industrial and retail development, and the western edge is part of the former gravel mining and screening operations related to the batch plant operations. The dominating feature of the Property is the deep 50-100 ft cliff on the southern portion of the Property.

Former Use: The Property was formerly operated as a concrete batch plant from approximately 1965 until 2014. According to interviews conducted with Mr. Steven Smith, an Executor of the David F. Smith Estate, the former batch plant housed two 500-gallon diesel and gasoline aboveground storage tanks (ASTs), and large fuel tanks were incorporated into the batch plant equipment. There were no spills for the Property on file with the Alaska Department of Conservation (DEC) and no spills were disclosed by Mr. Smith during the interview; however, two stains and evidence of extensive ground reworking were observed during the site visit. A 1-by-1-foot stain and a 2.5-by-2.5-foot stain were observed in the northwest portion of the Property. The stains were pronounced due to recent rain and contained suspected contributions from an unidentified petroleum or chemical source given their unique coloration compared to other areas of moisture/precipitation observed on the Property.
