Additional Property Attributes

A review of local directories indicates that a retail dry cleaning business operated at the Site from approximately 1929 to 1985. Recent soil gas testing approximately 4 blocks south of the Site, performed by the Indiana Brownfield Program as part of a separate petroleum remediation project, discovered the presence of chlorinated solvents (PCE) indicative of dry cleaning operations. The current structure is occupied by 1 commercial suite and 7 residential apartments. The 2019 Phase II ESA confirmed the presence of VOCs in the soil and groundwater above the applicable regulatory screening levels. Only a limited onsite area appears to be impacted but higher concentrations and more widespread chlorinated solvent contamination was detected beneath the property immediately north (adjacent) to the Site. An indoor air sample obtained from the crawlspace of the existing building exhibited a PCE concentration in excess of the applicable regulatory screening level but all of the indoor air samples obtained from the commercial suite and first floor residential units exhibited indoor air concentrations less than the applicable regulatory screening level. A vapor mitigation system for the existing structure should be installed or long term VI sampling will need to be completed in order to verify that the residential units are not being impacted by the PCE detected in the crawlspace. Additional offsite investigation is warranted in order to determine the lateral extent of contamination, including evaluating adjacent structures and the 2nd floor residential apartments for vapor intrusion.
