A Removal Action Work Plan (RAW) to remove soils with lead concentrations that exceed DTSC residential screening levels was prepared. The City of Los Angeles is responsible for obtaining regulatory agency oversight and to comply with public participation and CEQA requirements to finalize the RAW, prior to implementation. Based on discussions with City of Los Angeles, DTSC understands that it is working with the Regional Water Quality Control Board to finalize and implement the RAW. If the RAW is implemented, institutional controls are not anticipated.

Additional Property Attributes

Based on the Site Characterization Report, site conditions do not meet unrestricted land use requirements without further action and/or remediation because of the following findings: (1) lead-impacted soil was encountered through most of the site, ranging in depths from 1.5 to 9 feet below ground surface; (2) benzene was detected, in five of the 30 soil gas samples collected, at concentrations exceeding its residential RSL. Because of the sporadic detections and low concentrations, removal of lead-impacted soil might also address potential soil vapor intrusion concerns associated with benzene. A Removal Action Work Plan (RAW) to remove soils with lead concentrations that exceed DTSC residential screening levels was prepared. The City of Los Angeles is responsible for obtaining regulatory agency oversight and to comply with public participation and CEQA requirements to finalize the RAW, prior to implementation. Former Use: The former Bethune Library is located at 3665 South Vermont Avenue, Los Angeles, California (the site). Additional historical addresses associated with the site property include 3669, 3671, 3675, 3677, 3679, 3681, 3683, 3685 and 3689 South Vermont Avenue. Historical addresses in the southern portion of the site also included 1111 and 1101 West 37th Street. The Community Redevelopment Agency of Los Angeles (CRA/LA) took ownership of the property in 2012 from the City of Los Angeles (City) and the City is evaluating property reuse options. Reportedly, the library was constructed at the site in 1973, and subsequently demolished in 2009 or 2010. The site is currently vacant and undeveloped. Other historical operations between the 1920s and 1973 included gasoline station, used car lot, battery repair facility, printing shop, plumbing contractor, and fast food restaurant.
