Additional Property Attributes

At the time of the site reconnaissance, the Property consisted of 12 adjoining parcels and one noncontiguous parcel of land that total approximately 7.19 acres. The north portion of the Property was a gravel-covered storage area used for building supplies, shipping containers, a mobile office trailer, tools and vehicles. An interstate overpass crossed the northern portion of the Property. A single-family residence (230 Shepherd Avenue) and a detached garage were located near the center of the Property. The southern portion of the Property consisted of a vacant grass-covered area with a gravel-paved parking lot at the southeast corner. The eastern noncontiguous parcel consisted of bare ground. Industrial developments are located to the north and commercial developments are located east, south and west. A railroad track borders to the east, East Wyoming Avenue borders to the south and Shepherd Avenue borders the Property to the west.

Former Use: From circa 1886 to 1891, the Property was developed as a lumberyard, a beer depot and several single-family dwellings. In 1904, the western-proximate Stearns and Foster Co. began utilizing the southern portion of the Property for warehouses and cotton bleaching. In 1970, all but one of the residential structures located on the northern portion of the Property had been razed due to the construction of an interstate overpass. The southern portion of the Property continued to be developed with several adjoining industrial buildings and warehouses until circa 2012, when the structures were razed and the southern portion became a vacant lot. From circa 1886 to 2013, surrounding areas consisted primarily of industrial developments with interspersed dwellings to the north and west, commercial developments to the east, and commercial developments with interspersed dwellings to the south. In 2017, surrounding areas consisted of industrial developments to the north, commercial developments to the east and south, and commercial developments and a vacant lot to the west. The Property had been developed as a lumberyard and residential dwellings by the time of the earliest available records, so we were not able to determine the first developed use. This is data failure for this Phase I ESA. However, it is unlikely the Property was utilized for industrial or other high risk commercial uses prior to the development; therefore, the data failure does not represent a significant data gap. In addition, data failure was noted between the years 1891 to 1898, 1904 to 1914, 1914 to 1937, 1938 to 1949, 1964 to 1970 and 1988 to 1994; however, the usage did not appear to change across these periods; therefore, the data failures do not represent a significant data gap.
