Additional Property Attributes

Findings of the Phase I Environmental Site Assessment (ESA) completed in August 2019 identified five recognized environmental conditions (RECs) and two vapor encroachment conditions (VECs) associated with the subject property. The historical use of the subject property at 3145 Troost Avenue/1106 E. Linwood Blvd. as a gasoline station, the historical use of the adjacent properties as drycleaners, and the presence of fill ports, staining, and a leaking 55-gallon drum on the 3145 Troost Ave./1106 E. Linwood Blvd. property all represent RECs to the subject property. Based on the identified RECs, the Phase I ESA report recommended additional investigation of the subject property's subsurface prior to redevelopment. Findings of the ground penetrating radar survey found no evidence of underground storage tanks (USTs) on the subject property. The current reuse plan for the Firestone Building is a mixed-use project with a residential and retail element that includes a restaurant/dining operation on the first floor and potentially a community meeting space.

Former Use: The subject property comprises 1.24 acres of urban land located at the south end of the block bounded by Troost Avenue/Forest Avenue and 31st Street/Linwood Boulevard, Kansas City, Missouri. The subject property is currently improved with three vacant buildings, a parking garage, a vacant lot, and an alley way. Records of historic auto related facilities include auto repair (1940) and Firestone Auto Supply (1935-1975). The Firestone Building (3145 Troost/1106 E. Linwood) was previously occupied by Best Deal, a used furniture repair store, Burson Dick Auto Repair, Firestone Auto Supply, a filling station with a service garage, auto washing area, and four gasoline tanks. The 1951 and 1963 Sanborn Fire Insurance Maps show four underground storage tanks (USTs) at this corner.
