The Phase I ESA revealed no evidence of recognized environmental conditions in connection with the subject property except for the following: - The subject property is located in close proximity to and likely downgradient of a dry-cleaning facility to the southwest. The former dry-cleaning facility operated at least as early as 1974 and is known to have used chlorinated solvents such as trichloroethene (TCE) and tetrachloroethene (PCE); the facility was also formerly operated as a filling and auto service station during the 1950s. Releases of hazardous substances from historical operations at this site are likely to have occurred and migrated to the subject property. Former Use: The subject property is currently vacant and occupied by one three-level building estimated to have been constructed in 1895, according to Prowers County tax assessment documents. Known historic uses of the parcel include a retail store and a JC Penney clothing store, which occupied the structure through approximately 1990. According to fire insurance maps, part of the parcel was vacant and the other part was a clothing and notions store in 1893. From 1900- 1959, the parcel was a dry goods and clothing store. According to city directory listings dating from 1963 � 2014, JCPenney was listed from years 1963 � 1985. In 1992 and 1995, 118 S. Main St. is listed as �Sewing Basket�. In 1995, 116 S. Main St. is listed under the name �Eden John� and in 2005, �Johnson Bobbie�. A warranty deed from 2016 shows a transfer of title from Peery Rentals, LLLP, to the current owner, Darlene Mancia.
