Additional Property Attributes

The Site is currently a vacant; however, the presence of structures on the Site dating back to the 1920s suggests that lead-containing paint was likely used on the structures and lead could be present in soil due to weathering/peeling/flaking or during destruction. The Phase I ESA included a limited Phase II ESA of the Site to assess for lead in soil from this former use. The limited Phase II ESA identified lead in soil in one , SS6 (1,200 mg/kg), that is not suitable for commercial/industrial use. Lead concentrations detected in soil samples from the remainder of the Site suggest the Site is suitable for commercial/industrial use. Regulatory records did not identify USTs at the Site; however, Sanborn maps depicted residential and other structures on the Site prior to 1920, indicating the potential for heating oil USTs. It was recommended that if undocumented USTs (or other subsurface features) are encountered during reconstruction activities they should be handled in accordance with SCEMD requirements. Former Use: The Sanborn maps depict structures such as shops, restaurants, and apartments on the Site since sometime prior to 1926. Ernest Feliciano/Feliciano Enterprises purchased the property in 2004 which was in foreclosure. A fire in 2003 had destroyed two commercial buildings on the Site. Under a permit from the City, the remaining debris was removed, the Site was graded, and a fa�e wall was constructed. Mr. Feliciano intended to redevelop the property, but that was put on hold because of local economic factors. The Site has remained vacant.
