Additional Property Attributes

The Property consists of five parcels that total approximately 1.3-acres of land. The northern portion of the Property was developed with an approximately 1,700 square-foot, two-bay garage building (Garage) and an asphalt-paved parking lot. The southern portion of the Property consisted of an approximately 40,000 square-foot, three-story commercial building with a basement (Castle Place), an asphalt-paved parking lot, an approximately 12,800 square-foot, single-story commercial building with a basement (Hope Initiative) and a grass-covered vacant lot. Surrounding areas consisted of dwellings and a parking lot to the north and commercial developments to the east, south, and west. Vine Street bordered the Property to the north, North 15th Street bordered to the east, Broad Street bordered to the south, and Fleming Street bisected the Property. The Property was serviced by Duke Energy for electrical service, Indiana Gas Company for natural gas and the City of New Castle for municipal water as well as sanitary and storm water sewer services. Storm water in the area infiltrates into the ground surface or flows overland to adjoining roadways.

From 1886 to 1924, the northern portion of the Property was developed as dwellings and outbuildings until circa 1949, when it was developed as a parking lot and an auto repair shop. From 1886 to 2018, the southern portion of the Property was developed as dwellings, parking areas, and a variety of commercial buildings that included stores, restaurants and offices. From 1886 to 2018, surrounding areas appeared to consist primarily of residential developments and a parking lot to the north and commercial developments to the east, south, and west.
