Additional Property Attributes

This assessment has revealed no evidence of RECs, HRECs, CRECs, or IAs in connection with the Site. Additionally, MSG did not identify asbestos containing materials (ACM) within the Site building. MSG completed the lead risk assessment in general conformance with U.S. Environmental Protection Agency (EPA) regulation 40 CFR 745 and the U.S. Department of Housing and Urban Development (HUD). The purpose of the lead risk assessment and mold in air survey was to identify lead hazards that might exist and/or the types and concentrations of mold spores present in the Site building. Results of the lead risk assessment and mold in air survey indicated the following: * No lead hazards are present at the Site; accordingly, no control options are necessary at the Site; and, * Not surprisingly, because molds and mold spores (also called fungi or mildew) are ubiquitous in the natural environment and found in both indoor and outdoor air, the presence of mold was confirmed inside the Site building. However, the relative concentration of total mold spores present in indoor air is significantly less than the concentration identified to be present in ambient outdoor air. Former Use: The Site is comprised of six contiguous Lucas County permanent parcels (10-20488, 10-20524, 10-20527, 10-20531, 10-20537, and 10-20534) consisting of approximately 0.82 acre of commercial land situated south of Dorr Street and east of Forest Street, both of which provide access to and from the Site. The Site is developed with a 10,110-square foot former library building and surrounding asphalt paved parking lot. According to city directories and Sanborn Maps, previous uses of the Site include the following: Toledo Public Library (Mott Library) (1920 through 2018); Residences/Apartments (1920 through 1969); EM Latham-physician (1920 through 1946); HW Neilson-tailor (1925); William Pilarski-barber (1935 and 1956); Lynn Beauty Shop (1946); and Ritz Beauty Shop (1963).
