Additional Property Attributes

Former Use: The 2.074-acre site contains an approximately 58,500 sq-ft building complex of seven vacant interconnected single-story buildings. The Thomas Hospital closed in 1995 while the Thomas Nursing Home closed in 2015. The building complex is currently vacant and unused except for one southeast building which is currently used as a medical clinic and was not a part of this assessment. The Phase I ESA found no RECs. The Business Environmental Risks were found: suspected Lead-based paint (LBP), Asbestos containing material (ACM), and Polychlorinated Biphenyls (PCB) (in window grout) due to the age of construction and field observations. Suspected mold was also observed. The Phase I ESA was updated in April 2019. The Phase II ESA survey was performed only on Buildings #5 and #6 and found the following: Friable Regulated Asbestos Containing Material (RACM) in approximately 50 hard pack fittings on the fiberglass pipe insulation in Building # 5. RACM was found in approximately 150 linear feet of seam tape on duct work in Building #6. LBP was documented on white cabinets on Building #6. Cladosporium (mold) was found in both Buildings #5 and #6. The asbestos abatement is being split up into two phases. During phase I asbestos was cleaned up in buildings 4-6. Phase II will be the cleanup of building 7. That will be cleaned up with the 128a infrastructure grant. The cleanup of building 7 was competed on 09/19/2023 under 128(a) grant number: 4W-02F23001-0 and $368,343.45 paid for the cleanup.
