Additional Property Attributes

The property is in an area of mixed-use development and has been inactive since the 1990s. City of Lynn records define the Site property as a 0.344-acre parcel (Parcel ID 068-622-009). The Site operated as a dry cleaner and laundry facility from at least the 1930s to the 1990s. The former Site building was demolished in 2000 and the Site is partially enclosed by a chain link fenced enclosure. The City of Lynn acquired the Site through a tax taking in January 2016. The Site is abutted to the north by Barker Court, beyond which is a United States Postal Service (USPS) property; to the east by another USPS property; to the west by an autobody facility (former Walsh's Garage); and to the south by Willow Street, beyond which are commercial properties and a parking lot. Based on the results of investigations conducted at on- and off-site properties, contaminant impacts include a groundwater plume of CVOCs (associated with the former dry cleaner) that originates at the Site and is co-mingled with petroleum hydrocarbon-impacted groundwater from at least two suspect contaminant sources. Based on investigations conducted to date by the potentially responsible party
(PRP), EDIC Lynn, and others, the Massachusetts Contingency Plan (MCP) disposal site extends off-site to the east and south of the Site, and appears to include a portion of the westerly abutting property. A release of CVOCs from the former dry cleaner has impacted on-site and off-site soils and overburden/bedrock groundwater. CVOC impacts to overburden groundwater extend to approximately 400 feet to the southeast and 200 feet to the south of the Site property boundary and the plume measures approximately 300 feet wide. The western extent of the plume appears to extend to the westerly abutting property and to the east, encompassing a portion of the USPS property. The extent of CVOC bedrock plume is similar however, the PCE bedrock groundwater plume is not as wide as the PCE overburden plume. The MCP disposal site encompasses a number of undeveloped and developed properties, which include multiple commercial and office buildings at which there is the potential for complete vapor intrusion pathways.
