Additional Property Attributes

Former Use: The subject property includes one structure near the center of the site. The former store building includes a canopy to the south, indicating the historical locations for fuel dispensers on the cement island. The structure includes cement blocks and wood construction with metal supports. The majority of the site is covered by unmaintained grass. Mature trees are present on the northern portion of the site. According to historical records reviewed, the subject property was vacant in the 1935 topographic map. The 1949 aerial photograph shows the subject property as developed with several structures. The 1962 city directory indicates these structure are residences. The 1967 city directory listed 1802 West Madison on the eastern portion of the subject property as Rayford Service Station. The service station on the eastern portion of the site is identified as Rayford Service Station in the 1967 City Directory and is still standing on the eastern portion of the site as a car wash. The former structure on the western portion of the site was identified by Mr. Rayford as an additional service station and appears to be used as a commercial property from at least 1976 to 2010, based on the visible paved parking area to the south of the structure at 1806 West Madison Avenue. This location is currently a concrete slab that is not in use. The current owner of the property is Mr. Darryl Rayford. He inherited the property from his mother in October 2018. The Rayford family has owned the property since approximately 1964. A Phase II ESA was conducted at the site. Metals were detected in soil; however, the concentrations were below the LDEQ RECAP screening standards. TPH-G concentrations in soil was detected in one soil sample over the LDEQ RECAP screening standards. A RECAP MO-2 evaluation was added to the Phase II ESA report and determine that the TPH-G concentration found in soil was below the MO-2 Non-Industrial Standards. The LDEQ issued a No Further Interest Letter for the site in response to the Phase II ESA Report.
