Additional Property Attributes

The Site has been used for various industrial purposes since at least 1895 through approximately 2005. The interior of the Site buildings have areas of heavy staining, pools of oil, drums of various petroleum and unknown products, and what appeared to be pits, sumps, and hydraulic reservoirs. Therefore, the over 100 year use of the Site for industrial purposes and evidence of releases of petroleum and/or hazardous substances to the ground surface represents a REC/IA in connection with the Site. Anticipated constituents of concern (COCs) associated with the REC/IA are volatile organic compounds (VOCs), polychlorinated biphenyls (PAHs), PCBs, metals, and total petroleum hydrocarbons (TPH). According to historical Sanborn Maps five oil USTs were depicted at the Site between 1895 and 1976. Neither BUSTR nor the Toledo Fire Department have records related to the installation or the removal of these USTs. Therefore, the potential for these USTs to remain on the Site as well as petroleum constituents to have been released to the subsurface soil and/or groundwater from historical oil handling, storage, or fueling operations represents a REC/IA in connection with the Site. Anticipated COCs associated with the REC/IA include VOCs, PAHs, and TPH.

Former Use: The Site is comprised of six contiguous Lucas County permanent parcels (05-02274, 05-02267, 05-02277, 05-01837, 05-02284, and 05-02344) consisting of approximately 8.2 acres of industrial land situated south of Norwood Avenue, east of Baron Steel Avenue, and west of Pennsylvania Lines LLC owned railroad tracks. Both Norwood and Barron Steel Avenues provide access to and from the Site. The Site is developed with a 245,125-square foot industrial building constructed in 1903, a 192-square foot shed constructed in 1985, and surrounding concrete storage lot. The Site buildings are in poor condition with areas of roof and floor missing or in disrepair. According to city directories and Sanborn Maps, previous uses of the Site include the following: Baron Drawn Steel Corporation (1969 through 2005); Cauffiel Industries Inc.- steel and aluminum processing (1969 through 1990); D & R Machinery Shop (1970); Toledo Industrial Center Inc.- rental offices (1969 through 1974); Katy Steel Company (1970); Hosler Metals Company (1970); Impact Cutoff Machinery - Division of Champion Spark Plug (1969); Bliss EW Company-machinery manufacturers (1938 through 1959); Toledo Machine & Tool Company (1902 through 1956); Marquette Tool and Manufacturing Company (1938 through 1956); Grady Hawkins Garage (1935); Meikelham Coal Company (1931); Consolidated Manufacturing Company (1913 through 1920); Urschel Bates Valve Company (1913 through 1920); Yost Manufacturing-bicycle manufacturing (1895 through 1902); and The Snell Cycle Fittings Company (1895 through 1902).

The Phase II Environmental Assessment concludes the following:
*The results of the geophysical study did not identify evidence of an orphan UST at the Site; however, the geophysical survey did identify two backfilled areas that were interpreted to represent former UST cavities based on the Site history and their proximity to where oil USTs are depicted on historical Sanborn Maps;
* TPH DRO and ORO in sample SB-9 (6-8') were detected above their respective BUSTR Action Levels;
* No other constituents were detected above their respective BUSTR Soil Action Levels or Ohio VAP Residential (i.e., unrestricted land use) GNS;
