Additional Property Attributes

Site is currently vacant. Portion of site was used as a BART parking lot. The other portions of the site were used for residential until sometime between 1968 and 1974. Stockpiled soil was place on the southern portion of the site dating back to 2011. Based on the findings of the AAI/ESA, additional investigation is recommended to assess the stockpiled soils on the southern portion of the site for potential contaminants.

Former Use: Historical research revealed that the site was developed in the early 1900s through the 1960s with residential houses, storage sheds, stables, stores, and a cabin. By at least 1970, many of the residential homes on the southern and northern portions of the site had been razed. Sometime between 1968 and 1974 (based on review of historical aerial photographs), the residential buildings were removed from the site and a parking lot was constructed on the northern and central portions of the site. The southern portion of the site remained vacant. BART purchased the property in 1980 for use as a parking lot on the northern and central portions of the site, while the southern portion remained vacant. A pedestrian walkway from the parking lot to the adjacent BART station to the west of the site was also constructed at that time. The parking lot was used until around 2013, when the site was fenced in and left vacant. The parking lot as well as the vacant portion of the site remain today. As noted on aerial photographs dating back to 2011, the southern portion of the site appeared to have had end-dumped piles of material stored on the site. A large stockpile of material was noted to have been placed on the southern portion of the site dating back to 2011. This stockpile of material remains today. The source of the material is unknown. Based on the unknown source of the materials, the stockpiled materials are considered a potential environmental concern, and not a REC, since no evidence of a release or material threat of a release, has been identified.

For the Phase II activity, a survey was completed to confirm the volume of the soil stockpile and SAP has been completed and approved. There are no additional funds available under this grant, so the Phase II soil sampling will be completed using other funding.
