Additional Property Attributes

The 0.19-acre Property is in a commercial area of downtown Salem and is zoned for commercial use. At the time of the Phase I ESA reconnaissance, the Property was occupied by a two-story commercial building. The first floor of the building is occupied by Whitlocks Sewing and Vacuum business that repairs and sells sewing and vacuum equipment and provides sewing classes. The second floor is partially developed as a residential apartment but is currently primarily used for storage of miscellaneous furniture and household items. The basement is used for storage of sewing machine and vacuum cleaner parts associated with Whitlocks Sewing and Vacuum business. The Property is bound by Court Street NE to the south, an alley and Christian Science Reading Room to the west, and commercial businesses including a coffee shop and record store to the east and north.

Former Use: The property was developed by 1884 with a hotel and offices. In the late 1800s, the Property was the site of the county courthouse. By 1888 the courthouse had moved offsite, and the former courthouse building was used for tenement housing. The current Property building replaced the former courthouse and other Property buildings in 1909. The current Property building was constructed as two separate adjoining buildings that housed various commercial businesses including a paint/wallpaper store, picture r, furniture store, and restaurant. By 1957, the western Property building was occupied by Whitlocks Vacuum and Sewing Center. By 1976, the vacuum and sewing store occupied both buildings.
