Additional Property Attributes

101-105 Irving Street is an approximately 0.642-acre parcel of land, identified by the City of Framingham Tax Assessor�s database as parcel ID 135-85-8360. The Site is currently vacant, and contains one, 25,345 square foot brick construction building. The Site is located within a densely developed commercial area of Framingham, with a long history of commercial activities. Additionally, the Site is a known Disposal Site under the Massachusetts Contingency Plan (MCP), identified as Release Tracking Number (RTN) 3-14733. RTN 3-14733 is associated with the detection of chlorinated volatile organic compounds (CVOCs) in soil at the Site. RTN 3-14733 was closed with a Class A-2 Response Action Outcome (RAO) in 1997 following the implementation of a Release Abatement Measure (RAM) Plan with limited confirmation sampling activities. Although a specific reuse plan for the site has not been developed, potential purchasers have expressed interested in the Site for redevelopment, including potential mixed use of residential and commercial. The front half of the existing building is an uninhabited structure that is listed on the State Registry of Historic Places that may merit rehabilitation and reuse. The property is also located in the Irving Square National Historic District of the City. Based on the information contained in the PES, the following conclusions were made: � The Site is a listed Disposal Site with the MassDEP, identified as RTN 3-14733, which was issued for a release of PCE to soil. The Site was closed out under the MCP with a Class A-2 RAO (Permanent Solution) in 1997, and a response was issued to a MassDEP audit that found inadequacies in the 1997 RAO in 2008; however, the nature and extent of PCE impacts in groundwater at the Site have not been adequately defined. � The EDR report indicates that auto parts manufacturing, repair, and/or restoration facilities, as well as a dry-cleaning facility � commercial activities that are often associated with releases to the environment �were either historically present, or are still present, and/or are located adjacent to or in close proximity to the Site and have the potential to impact subsurface conditions at the Target Property. � Two (2) adjacent properties, 75 Irving Street to the north west and 116 Irving Street to the east, are listed Disposal Sites with MassDEP. As indicated above, the nature and extent of contamination was not adequately defined at either property; therefore, the possibility the Site is impacted by these releases cannot be ruled out. � Based on the age of the structure, the presence of hazardous building materials such as Asbestos Containing Material (ACM), lead based paint (LBP), polychlorinated biphenyls (PCBs) and mercury, cannot be precluded. An evaluation of building materials is beyond the scope of the PES.

Former Use: Records indicate that the building was most recently used as a roofing and sheet metal office and shop, office and storage space for the Massachusetts Department of Public Welfare, automobile repair garage by Auto & Truck, Inc., and as an automobile reconditioning facility by AT Complete. Prior to that time, the Site was occupied by the West Boston Gas Company as an office space and automobile maintenance and storage property between at least 1930 and 1965. A portion of the on-site garage was used for storage by the Wells Generator Company from at least 1972 to 1993. An additional portion of the garage was occupied by Auto & Truck, Inc. between at least 1972 and 1994.
