Additional Property Attributes

The Property was previously developed as a hayfield; however, the Property is currently vacant and unused. The Property includes two separate vacant fields immediately north of East 3rd Street between Florence Avenue and Tanner Avenue. The first larger field is located immediately north of East 3rd Street and southwest of the intersection of Tanner Avenue and East 5th Street. The second smaller field is located adjacent to the east of the Property at 721 East 3rd Street northwest of the intersection of East 3rd Street and Tanner Avenue. No structures exist on the Property; however, an orphan gas well previously existed in the east-central portion of the Property and has since been plugged (See Section 4.0). The Property is zoned for low density residential use. Based on the apparent weathered state of petroleum hydrocarbons observed in soils and groundwater, and the limited occurrence and concentration of PAHs and VOCs associated with the plume, no further investigation to define the limits of petroleum hydrocarbon impacted soil and groundwater is recommended at this time. The concentration of contaminants in shallow soil meets cleanup standards, so no cleanup or remediation is required. However, excavated soils could still be classified as a waste or subject to restrictions if removed for offsite disposal. A plume exists but does not need to be remediated or delineated as it it not migrating and is degrading. A materials management plan was created to facilitate redevelopment.
