Additional Property Attributes

Ruach Industries, Inc. has requested support from Kalamazoo County with acquisition and redevelopment of the subject property. Ruach Industries, Inc. intents to redevelop the property into a multi-use space that supports the development of the creative arts industry through community integrated design, exhibition, and co-working. This space will also act as an intermediary for cross-cultural interface and inter-institutional collaboration, with a goal to support a non-invasive integration of economic diversity through the arts. The subject property consists of two legal parcels occupying approximately 0.183 acres. The eastern portion of the subject property is developed with a 3,168-square-foot, two-story building that occupies the majority of the 10 Mills Street parcel. The 2 Mills Street parcel currently consists of vacant landscaped lawn space. No operations have taken place since the building closed in 2014, when the Kalamazoo County Treasurer acquired 10 Mills Street from Merchants Publishing Company. The Kalamazoo County Treasurer then acquired 2 Mills Street from Raven Corporation, LLC in 2015. Later in 2015, the Kalamazoo County Treasurer Quit Claim both parcels to the Kalamazoo County Land Bank, and they have been unoccupied since. The 1891 through 1908 Sanborn fire insurance maps depict the subject property as undeveloped land. Assessing records from the City of Kalamazoo indicate that the subject building was constructed in 1916 and that it formerly utilized oil for heating before connection of natural gas. The 10 Mills Street parcel was historically utilized for printing operations in some capacity beginning in at least the 1970s (Rapid Printing Service) and from 1989 to 2014 (owned by Merchants Publishing Company). Envirologic performed a Phase II ESA of the 2 and 10 Mills Street property in March 2020 in support of due diligence activities on behalf of Ruach Industries, LLC, The Urban Folk Art Exploratory, and Tegany Vegany Soulbelly Foods, LLC. The Phase II ESA sampling results have indicated the presence of select metals, VOCs, and PNAs in soil in excess of EGLE cleanup criteria. The identified impacts appear to be attributable primarily to the presence of urban fill material on site including slag, cinders, and brick. No impacts to groundwater were identified through the course of the Phase II ESA. No indications of the potential for unacceptable health exposures or the need for response activities relative to vapor intrusion have been identified based upon the results of the sub-slab soil gas sampling. Further, the results of a GPR survey completed at the same time demonstrated that no additional unknown USTs remain on the subject property.
