Property Highlights

Former Use: The Site is comprised of a 5.18-acre lot identified on Plymouth Tax Map 104 as Lot 017. The Site is currently vacant. The Site is located adjacent to the former Hitchiner Manufacturing site, a documented New Hampshire Department of Environmental Services (NHDES) UST facility (Facility ID 0112566), an Underground Injection Control site, and Hazardous Waste Project site (NHDES Site No. 198404080). The former Hitchiner Manufacturing site has documented releases of spent chlorinated solvents from industrial manufacturing processes. Previously, the Site was included as a single parcel of property comprising both Lot 017 and Lot 018 owned and operated by Hitchiner Manufacturing. In 1991 the Town of Plymouth purchased the former Hitchiner Manufacturing property from Maurice and Eleanor Teichner. According to Town officials, during ownership by the Town, the manufacturing facility was vacant and unutilized for any purpose. In 1995, the larger property was subdivided into Lot 017 and Lot 018, and the Town sold Lot 018 to a private party but retained Lot 017 for Town use as an aggregate materials staging area. In 1994, a 300-gallon UST was discovered on the Town property, Map 104 Lot 017. The UST is suspected to have contained gasoline. The Town was unaware of the presence of the UST until it�s discovery and never operated the UST system in any capacity. According to information submitted for the UST closure report, approximately 1 cubic yard of impacted soil was removed during the closure activities. Confirmation sampling of soil did not indicate the presence of soil contamination exceeding state standards; however, data regarding the system and possible releases is limited. Files reviewed indicate the septic system for the former Hitchiner site facility is physically located on Map 104 Lot 017. Given the history of the former Hitchiner site, there is concern of possible contamination impacting Map 104 Lot 017 either via groundwater migration or by discharges to the Site through the former Hitchiner site septic system, or other means.
