Additional Property Attributes

Heroes Home Gate (HHG), a subsidiary of Footprints, Inc. (Footprints), a non-profit social agency that provides transitional housing and support services to Kansas City's homeless veterans, has been invited by the Veterans Administration (VA) to expand HHG from ten to thirty veterans. Footprints has proposed to build a new, ten bedroom (two residents per room) structure on two vacant lots that comprise the subject property. The subject property is adjacent to HHG's current location within a traditional shirtwaist home on East 35th Street. The proposed structure will be approximately 7,000 square feet and cost roughly $973,000, not including remediation activities, if necessary. The results of the Phase I Environmental Site Assessment (ESA) indicated that it appears that initial development of the subject property occurred in the early 1900?s as residential property. By 1909, four single-family homes were present. These structures remained until initial demolition of one structure occurred in approximately 1969; all four residences had been demolished by 1996. Since that time, the subject property is observed as generally undeveloped land. A community garden consisting of approximately 12 raised garden beds is located in the central portion of the subject property. The Phase I ESA indicated that there is a potential for buried construction debris to be present in the subsurface in the area of former residential structures at the property. Therefore, based on the dates of demolition, Recognized Environmental Conditions (RECs) identified during the Phase I ESA included the potential presence of asbestos building materials (ACM) in the buried construction debris. No additional RECs are associated with the property or adjacent properties. The consultant recommended a limited Phase II ESA be conducted to evaluate the environmental condition of surface soil/placed fill material across the subject site.
