Additional Property Attributes

Former Use: The Site, previously known as Terry�s BP under LUST #24-00-4004, is located at 137 Old Pacific Highway in Jefferson, Oregon. The Site is located in a mixed commercial and residential area. Six former underground storage tanks (USTs) that operated at the property were decommissioned by removal in January 2000 along with 762.8 tons of petroleum-contaminated soil. Two tank pits were excavated: tank pit #1 on the east side of the property to remove two 4,000-gallon gasoline and one 1,000-gallon diesel UST, and tank pit #2 on the west side of the property to remove three 550-gallon USTs (one waste oil and two unknown). Excavation from tank pit #1 was effective in removing soil contamination to below Soil Matrix Level 2 cleanup goals and no further investigation or cleanup was required in this area. Petroleum contamination in the soil above Soil Matrix Level 2 cleanup goals remains on the south side of tank pit #2 near the fiber optic trench and adjacent to the dispenser and piping located east of pit #2. Groundwater in these areas also tested positive for petroleum contamination including benzene, isopropylbenzene, n-propylbenzene, and 1,2,4-trimethylbenzene. These areas do not meet closure requirements under the Soil Matrix rules and will require further investigation and risk evaluation under DEQ�s Risk-Based Corrective Action (RBCA) as given in OAR 340-122-0244 and the DEQ Guidance Document Risk-Based Decision Making for the Remediation of Contaminated Sites (RBDM Guidance Document) dated October 2, 2017. Because this area is the of a former waste oil tank, future investigation will need to include a complete analysis for waste oil constituents for select samples, including TPH, all VOCs, PAHs, PCBs, and cadmium, chromium and lead for select samples. The City of Jefferson purchased the site from Marion County. The City plans to put park and welcoming kiosk on the site.
