Additional Property Attributes

HRDC IV is the umbrella organization for several social service programs, including child care resources, housing and section 8 placement, the local community food bank, employment and training opportunities, energy programs, and domestic abuse intervention programs. The HRDC building houses staff offices for these programs and is also home to the Early Head Start and Head Start facilities. The building provides venue space for community activities as well with a large open-space conference room and several smaller meeting rooms. In addition to providing offices for their own staff, the HRDC has historically rented additional office space to other, independent organizations and businesses. However, due to a surplus of office rental options in Havre and the of the HRDC building on the edge of town, many of the renters have moved to more centrally-located space in downtown Havre. HRDC now has several wings of the building that are unoccupied and not generating income. The HRDC staff and board are hoping to reuse and redevelop this empty space. There are two possible options for the space. One option is to renovate one wing for classrooms to be able to expand their Early Head Start Program in addition to renovating an existing kitchen into a commercial kitchen. The commercial kitchen would not only allow them to provide food for their own Head Start programs but would also be rentable to local businesses that create value-added ag products and need a commercial kitchen to follow state food safety regulations. Another redevelopment option that HRDC will be exploring is the possibility of converting several of the offices into low-moderate income housing rentals. There is an extreme shortage of quality, affordable housing in the Havre/Hill County area. This would not only add to the housing stock but it would also provide additional revenue for the HRDC building. Before HRDC can pursue any redevelopment, they must understand the potential environmental hazards that currently exist in the building.

Former Use: The property as owned by Mary Fielding Klaus until it was sold to the Lutheran Home of the Good Shepherd in 1969. The Lutheran Home of the Good Shepherd then constructed a large building on the property in the late 1960s to serve as a nursing home. The nursing home operated for over 30 years until it shut down. It was owned by a local business, Garbage, Inc., for a couple of years until it was purchased by the District 4 Human Resources Development Council in 2001. The HRDC converted the nursing home into offices for its many programs and services and also converted a wing of the facility for Head Start and Early Head Start classrooms.
