Additional Property Attributes

The Property was developed by Hires Condensed Milk Company with a building used to process condensed milk in 1917. Nestle Condensed Milk Company purchased the Property in 1922 and continued the condensed milk processing operations until 1953. Components of the plant included a railroad spur, an above- and underground milk waste treatment and disposal system; a tunnel; water wells; engine, bulk storage, and maintenance rooms; steam boilers; sumps; an elevator; and three smokestacks. From 1949 through at least 1954, darkened areas were located north and east of the plant that were surrounded by exposed soil. Exposed soil was present on the north portion of the Property from at least 1937 to 2016. The plant was expanded to the east and west by 1955. Following Nestle's operations, the Property was purchased and occupied by various automobile manufacturing companies, Cass City Industrial Building, a trucking/transportation business, and private owners. From 2005 through 2022, the Property was primarily unoccupied and used for storage with the exception of the southwest portion of the building which was used as classrooms for a local college and later, as a martial arts studio. The east portion of the Nestle plant was demolished by 2012. Environmental assessments conducted by the United States Environmental Protection Agency (USEPA) and SME occurred at the Property and resulted in the identification of soil impacted with volatile organic compounds (VOCs) and metals. Contamination was not identified in groundwater at the Property. At the time of the reconnaissance, the Property consisted of the former Nestle plant building which was largely empty and unoccupied with the exception of a martial arts studio in the southwest portion of the building. Exterior portions of the Property included a parking area and grass-covered land. Stained soil, visible slag and debris in surface soil and soil piles on the north portion of the Property and a discarded 55-gallon drum north of the plant were noted.
