Additional Property Attributes

At the time of the Phase I, the site was developed with multiple buildings used by various Choctaw Nation of Oklahoma departments for storage, maintenance, and office space. The area immediately north of the buildings was leased to a concrete batch plant. The remainder of the site consisted of undeveloped grassland and woodland. The site is comprised of four (4) parcels of land totaling approximately 143 acres. Four (4) one-story buildings are located near the southern site boundary. A concrete batch plant is located north of the buildings. A prefabricated trailer office and two storage sheds are located at the batch plant. ASTs and totes of chemicals were observed at the batch plant, and a wastewater lagoon is currently in use (see Section 5.13 for discussion). The remainder of the site consists of undeveloped grassland and woodland. An unnamed tributary of Mineral Bayou flows from east to west across the southern half of the site; two (2) ponds were observed on the north half of the site. The site is fenced and is accessible from Enterprise Boulevard to the east and Sunnyside Road to the north. Currently, redevelopment of one area is being discussed to help with access to the Choctaw Nation tribal complex. Our supplemental Phase II ESA had an area test high for arsenic. We then had the contractor come back and test the area with a grid pattern to horizontally and vertically delineate the hot spot. After delineation and analysis of all sample results, no heavy metal levels were determined to be above the EPA RSL's. This indicated that no further action was required at the site, in form of a cleanup. The commercial areas are still and will continue to be under the supervision of CNO Environmental Compliance audits for facilities that store or use non-hazardous or other types of chemicals. The current redevelopment plan is to expand the Enterprise Boulevard to extend to Sunnyside Road. This will initially help with traffic in that area but may lead to increased commercial locations along the extension in the future therefore resulting in the reuse of more than just the initial road acreage. The Nation plans to start this project sometime within the next year.
