Additional Property Attributes

Phase I ESA recommended a limited Phase II ESA to further assess the following RECs: (1) conduct soil and soil vapor sampling in the area of the gasoline UST that was filled-in-place; (2) conduct soil vapor sampling to assess vapor encroachment condition from off-site sources, including an apparent historical dry cleaner across Franklin Blvd, to the west, and historical gasoline/service station adjacent to the north; (3) potential release of PCBs to soil near the Sacramento Municipal Utility District pad on the western side of the property; (4) potential release of asbestos, lead-based paint, and pesticides to soil from former residential and commercial structures; and (5) potential release of petroleum hydrocarbons to soil from historical gasoline/service station adjacent to the north.

Former Use: The subject property includes 4115 and 4121 Franklin Blvd, APN 020-0111-037 and APN 020-0111-038, respectively. Subject property was developed by at least 1937 (earliest available aerial photograph) through 2006 with residential and/or commercial structures, including a water tower, which remained until sometime after 2009. Sometime between October 2011 and May 2012, the subject property was shown as vacant land and cleared of structures, including the water tower. From approximately 1947 through 1966, the site was occupied by for various contractor-related businesses, such as plaster and surplus. From approximately 1970 through 1995, the site was occupied by Valley Electronics.
