Additional Property Attributes

The subject property comprises all of one parcel and a portion of a second adjacent parcel. The tax identification numbers of the two parent parcels are as follows: ID# 74-28-335-0001-001 (a portion of) and ID# 74-28-335-0001-010, all except the south 66 feet). The combined area of the subject property includes approximately 2.0 acres that fronts on 24th Street between Beard Street and Vine Street. The St. Clair County Community Mental Health Authority intends to acquire and redevelop the site to accommodate urgent additional employee parking needs and client recreational areas/children playground for the existing St. Clair County Community Mental Health Children?s Services office located on the north-adjoining parcel. The $390,000 private investment will be incurred for this property for land acquisition and construction of the parking. There will not be jobs associated with this property as the 30+ FTE jobs are associated with the adjacent property, the Children's Services Building at the adjoining SCCCMHA site (2415 24th Street). The subject property has been vacant land since at least 1941 with some trees and brush that were cleared in the late 1980s. The historic use of the adjacent parcel to the south as an automotive service and gasoline station from at 1957-1977 was identified as a REC in the Phase I ESA. Phase II ESA activities consisting of the installation of four Geoprobe soil borings along the southern boundary of the site did not result in indications of potential impacts to the subject property. The laboratory analysis of two groundwater samples indicated that no contaminants of concern were identified above method detection limits. The Phase II ESA concluded that the subject property had not been impacted by the REC and no further assessment of the subject property was warranted. The St. Clair Community Mental Health Authority has completed acquisition of the property and initiated redevelopment activities.
