Additional Property Attributes

Based on a review of historical Sanborn Fire Insurance Maps and aerial photographs, a portion of the Property located at 3812 Twining Street has been utilized as a solvent and thinner storage yard between at least 1957 and 1976. The Sanborn Map indicated that materials were stored within steel drums and several storage tanks. Due to the activities associated with the solvents and thinners, impacts to soil vapor and groundwater have occurred from VOCs, SVOCs, TPHs DRO and GRO, and PCBs. Phase II laboratory analytical results showed that multiple COCs were reported above laboratory method detection limits in soils including: metals, TPH, PCBs, VOCs, and SVOCs. Laboratory analytical results for groundwater samples collected during the Phase II activities indicated the presence of VOCs and SVOCs above laboratory method detection limits. Laboratory analytical results for the soil vapor samples indicated the presence of several VOCs above laboratory method detection limits. Based upon the investigation activities completed as described herein, the Property will comply with applicable standards under the Ohio VAP based upon implementation of the following activities at the Property: * the establishment of an institutional control that restricts the Property to commercial/industrial land use as defined in OAC 3745-300-08(C)(2)(c); * the establishment of an institutional control that precludes the use of groundwater at the Property, in accordance with OAC 3745-300-11(C)(2); * an activity and use limitation that restricts occupancy of buildings constructed on the Property until such time that either: (i) a remedy that eliminates potential indoor air vapor intrusion exposures to hazardous substances in excess of applicable standards is installed, operated and maintained as an engineering control under an O&M agreement and plan or (ii) the Certified Professional demonstrates through additional sampling and Property-specific analysis that, based on building design and the Property complies with applicable standards for the vapor intrusion to indoor air exposure pathway without further implementation of remedial activity in accordance with OAC 3745-300-07 (F)(4); * implementation of interim measures in accordance with OAC 3745-300-11(C)(6) until the installation of an asphalt parking area as an engineering control to preclude direct contact with soil through an O&M Plan; and * implementation of an RMP to mitigate unacceptable hazard and risk associated with direct contact with soil and groundwater.
