Additional Property Attributes

The subject property is located at 1216 West Madison Avenue in the western portion of the city of Bastrop, Louisiana. The subject property includes approximately 0.5 acres in a generally rectangular shape that is bound to the south by West Madison Avenue and to the west by Dotson Street. Improvements to the subject property include a single structure that is divided into two portions with the western half identified as Aaron White's Laundromat #2, a former coin operated laundry facility, and the eastern half is identified as Aaron White's Grocery #2, a former convenience store. The southern portion of the site is paved as a parking area with utility connections available near the southwestern corner of the property. A tank pit containing one double-walled 4,000-gallon gasoline underground storage tank (UST) with a fill port visible near the southeastern corner of the site and one fuel dispenser located on the southern portion of the site. The earliest available record of the subject property dates back to the 1935 topographic map that illustrates the subject property as developed with a single structure on the site. The 1949 aerial photograph shows the subject property as developed with multiple structures. These structures are documented as four residences until at least 1994. The 1998 aerial photograph shows the subject property to consist of an undeveloped commercial lot. The Aaron's Grocery #2 facility was constructed on the subject property in 1999 with one fuel UST. The convenience store activities on the subject property operated from 1999 to approximately 2006. The fuel tank on the subject property was listed as in temporary closure for at least 24 months in 2008 and has not been filled since. The property owner stated that the laundromat activities on the western property operated until approximately 2002 and had been used as an apartment since that point. The convenience store activities on the subject property continued until 2014 and has been vacant since that point. The future use for the property has not been determined at this time. A Phase II ESA was conducted that consisted of removal of the UST, soil sampling beneath the UST, an Asbestos Survey, and Lead-Based Paint Survey. Lead was detected in soil below the LDEQ RECAP screening standards. Also, one LBP sample was detected in the building. On October 28, 2020, the LDEQ approved the UST Closure Report and indicated that no further action was required at this time.
