Additional Property Attributes

Standard and other historical sources were able to document that the former water works building was present on the property in at least 1891. Several additions were constructed to the eastern, southern and western faces between 1891 and 1943. An outbuilding was constructed in the southwestern portion between 1914 and 1927. The outbuilding was demolished, and another outbuilding was constructed southeast of the water works building between 1927 and 1947. A dwelling was constructed in the southwestern portion between 1947 and 1963. The subject property was occupied by the Columbia Water Works Pump Station and Electric Plant/Columbia Water System Pumping Station where operations consisted of water treatment and equipment maintenance from at least 1891 to 1947 (possibly until 1962). Based on the use of coal to fire the boilers at the plant, the use of a settling basin structure, and the likely direct drive nature of the pumps utilized in the water treatment operations, PM has not identified the former water treatment operations as a recognized environmental condition (REC). Between at least 1976 and 1996, the building was occupied by the City of Columbia Public Works and was used as a maintenance garage for the public works vehicles. PM has identified the former automotive service and equipment maintenance as a REC. Refer to the Section below for additional information. All buildings were demolished between 2000 and 2008, however, the basement area for the former water works building remains. The basement has been used by the City of Columbia to make brine for at least 15 years. Brine is made in the basement by mixing salt, water, and liquid calcium chloride together in an aboveground storage tank (AST). The brine is then stored in three 500-gallon ASTS. Based on the relatively limited time the current operations have taken place (15 years), the site observations, and the lack of reported releases associated with the current operations, PM has not identified the brine making operations as a REC.

An Historic Recognized Environmental Condition (HREC), as defined in the ASTM Standard, is a past release of hazardous substances or petroleum products that has occurred in connection with the subject property and has been addressed to the satisfaction of the applicable regulatory authority or meeting unrestricted residential use criteria established by a regulatory authority, without subjecting the subject property to any required controls. The following HREC was identified during completion of this Phase I ESA:

? The subject property is a closed underground storage tank (UST) site with one release reported in 1996 and granted unrestricted UST closure in 1997. Review of previous soil sampling activities documents that no subsurface contamination remains on-site above the current Tennessee Department of Environment and Conservation (TDEC) cleanup levels. Based on the closed UST status, unrestricted closure, and documented soil sampling activities which were adequate to assess the former release, PM has identified the former release as an HREC.

The following on-site RECs have been identified:

? A repair shop occupied the western portion of the former water works building in at least 1927 (potentially between 1915 and 1946) and an automotive service garage occupied the eastern portion of the former water works building between at least 1976 and 1996. Historical interior waste streams associated with the former repair shop and service garage operations would have consisted of general hazardous substances and/or petroleum products. A portion of this time period preceded major environmental regulations and current waste management and disposal procedures. The historical waste management practices associated with the former service operations are unknown and may be a source of subsurface contamination.

? Review of the regulatory database indicates one 12,000-gallon gasoline UST was installed on the property in 1969. P
