Additional Property Attributes

The Site is located on an approximately three-acre residential property nearly 0.5 miles south of the city of Nehalem, identified on tax map 03N10W27CD1000 (the "Property"). The Property backs up to the woods surrounding Nehalem City Park to the north, where two springs form an ephemeral stream that flows through the Property and into the Nehalem River. On February 11, 2020, DEQ declared the Site a Solid Waste Orphan Site under Oregon Revised Statute 465.381 and Oregon Administrative Rule 340-122-0530. This designation enables DEQ to use the Solid Waste Orphan Site Account to fund Site investigation, stabilization, and clean-up activities. The Site is assigned ECSI No. 6341.

In 2020, DEQ completed a solid and hazardous waste removal, Site Investigation (SI) activities and submitted a final SI report using a combination of Oregon Solid Waste Orphan funding and 128(a) funding. The SI identified contamination in surface soils on several areas of the property that exceed DEQ's risk levels for the future property use and requires remedial action. DEQ is using 128(a) funding complete additional investigation at the site to better define areas of shallow soil contamination that require remediation and to develop remedial action approaches and costs associated with soil cleanup. Additional site characterization was conducted in August 2021.

In February 2022, DEQ conducted a soil removal using Oregon Solid Waste Orphan account funding.
