Climate Adaption and Mitigation - Planning or Assessment

Selected Strategy(ies)Explanatory Text
Identify potential risk factors and infrastructure or utility vulnerabilitiesIdentify potential risk factors and infrastructure or utility vulnerabilities resulting directly from the impacts of increased frequency and intensity of extreme weather events and natural disasters. Possible risk factors and vulnerabilities may include proximity to the ocean, infrastructure vulnerabilities, property affected by a revised FEMA flood plain, drought monitor, or wildfire risk map, vulnerability related to changes in frequency and intensity of precipitation events, vulnerability of soil type due to moisture and hydraulic changes, and ground and surface drinking water vulnerabilities.

Climate Adaption and Mitigation - Demolition or Cleanup

Selected Strategy(ies)Explanatory Text
Reduce waste and manage materials sustainablyPractices to reduce water and manage materials sustainably may include minimizing consumption of virgin materials; minimizing waste generation; use of recycled products and local materials; beneficially reusing waste materials (e.g. concrete made with coal combustion products replacing a portion of cement); and segregating and reusing or recycling materials, products, and infrastructure (e.g. soil, construction and demolition debris, buildings).

Additional Property Attributes

The Huntington Municipal Development Authority (HMDA)purchased ACF in January 2020 after performing due diligence. Cleanup funding and entry into the WV VRP has been funded by the City's RLF grant. The former plant manager for ACF has been retained by HMDA to assist with cleanup and redevelopment.
Cleanup activities included removal of ACM so that buildings in poor condition could be demolished; removal of various storage tanks; groundwater monitored natural attenuation; and completion of the WV Voluntary Remediation Program to receive a Certificate of Completion.
A Voluntary Remediation Agreement Modification No. 2 was executed on September 16, 2024, for a reopener of the ACF Industries property. The reason for the reopener is a new interest in mixed-use for a portion of the ACF Industries Property (a.k.a., the Northside). This mixed-use may include residential. This reopener is for a portion of tax parcel 06-05-0010-0013-0000; specifically, south of New Foundry Avenue, west of 24th Street, north of 3rd Avenue, and east of the railroad track that borders the property to the west (reopener area to be referred to as the Site or Property). Land outside these boundaries is not included in the reopener.
