Additional Property Attributes

The site is approximately 2.78 acres in area and consists of one parcel as indicated above. The site is currently developed with one approximately 7,000 square-foot light manufacturing building.One gasoline station with three associated USTs occupied the southwestern portion of the site until at least the early 1970s. One large commercial structure occupied the northeastern portion of the site. Additions to the northwestern and southern portions of the building were added in the mid-1960s and 2000. Occupants of the building included: Driggs Dairy Farms Inc. (1935 to 1985), Toledo Milk Processing (1990 to 1995), and C F I-T MP [milk processing] (2001). The building included offices, a repair room, an ice room, a coal room, a boiler room, maintenance rooms, auto repair areas, repair shop, oil rooms, transformer rooms, a coal room, private garages, bottling rooms, shipping and receiving areas, and general storage rooms. The geophysical survey identified a possible UST cavity located in the southwest corner of the site. Analytical results for sample SB-6 (2-4'), advanced within the possible UST cavity, indicated the presence of PAHs at concentrations below the VAP GDCS and LBSV. Metals were also detected in the soil sample from SB-6 at concentrations below the VAP GDCS and LBSV with the exception of arsenic. The groundwater sample collected from SB-6 indicated that the concentrations of VOCs and PAHs were below laboratory detection limits. Based on the soil and groundwater analytical data, the historic gasoline USTs in the southwest corner of the site have not impacted the site soil or groundwater. The geophysical survey identified a possible UST cavity located in the southwest corner of the site. No anomalies indicative of USTs were identified. Chromium was detected in SB-7 (0'-2') at concentrations above the VAP GDCS for Residential Land Use. Soil boring, SB-7, was advanced in the southwest corner of the site near the location of the former gas station and the current scale house and scale. TTL recommends further delineation of chromium in the soils around SB-7. Based on the results of the Phase II ESA, TTL recommends further delineation of the metals in soil around SB-7, the TCE and vinyl chloride in the groundwater near SB-1, the TCE in groundwater near SB-2 and the benzene in groundwater around SB-5. The detected concentrations of TCE and its related degradation products (1,1-DCE, cis-1,2-DCE, trans-1,2-DCE, and vinyl chloride) in SB-9W were considerably higher than identified during the Phase II ESA. SB-9 was advanced to the west of SB-1 in order to delineate TCE in groundwater; SB-8, SB-10 and SB-11 were advanced to the north, east and south of SB-1, respectively. No VOCs were detected in SB-8, SB-10 or SB-11. The highest detected concentration of TCE in groundwater was identified in SB-9W [(6,680 micrograms per liter (ug/L)]. The TCE concentration in SB-1W was 837 ug/L. Therefore, it would appear that a TCE plume is primarily located in the northwestern portion of the site. Groundwater at the site most likely flows to the west/southwest towards the Maumee River. The site is bordered to the west/southwest by residential properties. The extent of the TCE plume has not been defined to the north and west of SB-1 and there is a potential for higher concentrations of TCE and its degradation products to exist on site. TTL recommends further delineation of TCE in groundwater in order to determine the extent of the plume and to evaluate the potential for off-site migration.

Developer intends to acquire property from City of Toledo in winter 2022 and intends to construct affordable multi-family facility in spring 2023.
