310 Foremaster Lane - This tax parcel was first developed as a funeral home prior to 1959. Use of the
parcel as a funeral home continued until 2006, when funeral home operations were relocated. The parcel
building has remained vacant since 2006. The City of Las Vegas (City) acquired the parcel in 2018.
A Phase I ESA completed by BEC Environmental (BEC 2017) revealed the following recognized
environmental conditions (RECs) for the parcel:
* Based on records obtained from the Nevada Division of Environmental Protection (NDEP), Palm
Mortuary, Facility ID 8-000145 is located adjacent and south of the parcel at 1325 North Main Street.
In 2009, a LUST case was opened for this facility due to a gasoline release to soil. The site
underwent a Nevada Administrative Code 445A A-K closure in 2013. Based on the lack of LUST case
files associated with this facility, depth to groundwater (approximately 20 feet below ground surface
[bgs]), and upgradient this facility is considered to be a REC for tax parcel 13927504005
(1417 Las Vegas Boulevard North).
* A former gas station, Sullins Loy Texaco, operated at 1417 Las Vegas Boulevard North
approximately 250 feet east of the parcel from at least 1959 until 1975.
* Four 55-gallon drums labeled "Waste Oil" were observed during the area reconnaissance on the
northeast corner of 1325 North Main Street. The soil downgradient of the drums appeared to be
stained and staining extended towards tax parcel 13927504014. As such, these drums represent a
REC.
* During the interview with Mr. Dave Hickey (prior funeral home operator), he stated he believed
embalming fluids may have been disposed of in the facility's sanitary sewers. BEC considered the
potential for remnant chemicals from the former embalming fluid disposal process to present a REC
along the subsurface infrastructure and may also present the potential for vapor encroachment to
structures at the surface of the sanitary sewer infrastructure.
1417 Las Vegas Blvd. North - Historical records indicate that this tax parcel was first developed with a
retail gas station prior to 1959. This retail gas station continued to operate until the late 1970s. The parcel
was redeveloped as apartments in 1980. Immediately prior to acquisition of the parcel in 2015 by the City
of Las Vegas (City), the apartments were operated as the Shannon West homeless youth center. The
apartment building has remained vacant since 2015.

Phase I (WTI 2015a) and II ESAs (WTI 2015b) were completed at the parcel in 2015 by Western
Technologies, Inc. (WTI). Significant findings from these reports are summarized below.
* In the Phase I ESA, prior use of the parcel as a retail gas station was identified. No records regarding
this operation, including decommissioning of underground storage tanks, were identified by WTI.
* WTI performed a limited Phase II ESA to investigate possible soil and groundwater contamination at
the parcel. This assessment identified concentrations of petroleum hydrocarbons below federal and
state limits in the groundwater sample collected from boring B-1, east of the northeast portion of the
parcel. Concentrations of volatile organic compounds (VOCs) were not reported above the laboratory
reporting limits in the groundwater samples from two other borings. Concentrations of petroleum
hydrocarbons were not reported above the laboratory reporting limit in the four soil samples collected
from the three borings. The residential structure precluded drilling at the approximate location of the
former gasoline station. Petroleum hydrocarbon contamination and associated soil vapors could be
present under the structure.

Significant findings from the Phase II ESA include the following:
* No evidence of a formaldehyde release associated with historical funeral home operations at 310
Foremaster Lane was identified.
* Only very low concentrations of petroleum hydrocarbons and VOCs associated with historical retail
gasoline stati
