Additional Property Attributes

The Property is owned by WSU Spokane and consists of approximately 1.89 acres of land in the University District of Spokane. The Property is located within a larger parcel known as the Riverpoint Campus (Spokane County Parcel ID# 35173.3201) and is currently developed with walking paths and landscaped areas as part of WSU Spokane?s campus quad; there are no structures on the Property. The Property is bounded by several campus sidewalks and Health Science campus buildings to the north, east, and west, and by East Spokane Falls Boulevard to the south. The Property is zoned Downtown University (DTU) and surrounding properties are a mix of DTU and commercially zoned parcels. The Property was developed and operated as a railyard prior to 1902 until at least 1982. Historical uses of the Property include a railroad freight and terminal facility with accompanying fueling station and round house. A major feature in the Property?s past operations is the Riverpoint Trench (also known as the Milwaukee Trench or the Great Northern Railroad Trench), which is described as extending from Division Street eastward approximately 1,500 feet on the northern side of East Spokane Falls Boulevard (formerly East Trent Avenue). The Milwaukee Railroad operated an active railroad line through the Riverpoint Trench from the early 1900s until the late 1980s, which crossed through the southern portion of the Property. Environmental investigations of soil and groundwater were completed on the Property between 1984 and 1987 indicating the presence of impacted soil and groundwater. Cleanup activities were reported to have been completed in 1989; although, records documenting cleanup activities on the Property were not available for review during this Phase I ESA. The railroad trench was reported to have been buried in place and there is residual contamination within the trench, including on the Property. Vicinity properties were used for a variety of industrial activities including a large railyard, municipal incinerator, municipal asphalt plant, brewery, and metal salvage yard, and other industrial uses.
