Additional Property Attributes

The Property is occupied by the headquarters of Spokane Roofing Company (Spokane Roofing). The Property consists of approximately 0.37 acres of land developed with a two-story ~2,000 square foot (sq. ft.) office, attached 3,100 sq. ft. garage and 960 sq. ft. workshop. The southeast corner of the site also contained a 360 sq. ft. open, three-sided covered garage. The southern portion of the Property is fenced and contains a gravel lot totaling ~9,540 sq. ft. Access to the gravel lot is via gates located on from E. 1st Ave. and South (S.) Cowley Street (St.). The Property is zoned as General Commercial (GC). Based on the historical records reviewed during this Phase I ESA, the Property was vacant from at least 1891 until it was first developed in 1958 for Spokane Roofing. City directories first list Spokane Roofing in 1959 and the Property is shown to have been developed in the 1962 aerial photograph. No other uses of the Property were identified. The Phase I ESA revealed the following evidence of recognized environmental conditions (RECs) in connection with the Property: ? A partially exposed, underground storage tank (UST) is located at the northwest corner of the Property, as visible from E. Sprague Ave. According to the Property owner, the UST has not been in use since at least their acquisition of the Property in 2002 and they had no further information regarding the UST. Stantec did not observe the presence of a vent or fill pipe during the site visit and no petroleum odors were noted in the soils surrounding the UST. The presence of a UST at the Property with no documentation of its historical uses, contents and integrity, as well as its potential to have resulted in releases of petroleum products to the environment is a REC for the Property. ? Historical records obtained from the City of Spokane Fire Department indicate that a permit was issued to Spokane Roofing on March 21, 1972 for the installation of a 2,000-gallon gasoline UST and a gasoline dispenser. The document has a handwritten note stating, ?tank & dispenser removed 7-19-88.? There was no sketch in the documents provided to Stantec showing the location of the reported UST and associated dispenser. The absence of records documenting the assessment and removal of the UST, dispenser and product piping as well as their potential to have resulted in releases of gasoline and/or other petroleum products to the environment is a REC for the Property. ? The east adjacent property located at 210 E. Sprague Ave. is currently occupied by Curt?s City Center Oil and Lube and a Penske Truck Rental facility that has been in operation since at least 2009. Historical records indicate that a retail gasoline station operated at this property between 1954 and 1969 and that the property has also been utilized for automotive repair, aluminum recycling, and as a junk dealer. The property was not listed in the environmental database report obtained by Stantec. The presence of a former gas station in close proximity to the Property (60 feet to the east) in combination with the lack of records documenting decommissioning and assessment of the associated former fueling system(s) is a REC for the Property. ? The north adjacent property located at 201 E. Sprague Ave. is presently occupied by Spokane Movers. Historical records indicate that in 1943 and 1947 a retail gasoline station operated at this Property. The presence of a former gas station in close proximity to the Property (100 feet to the north) in combination with the lack of records documenting decommissioning and assessment of the associated former fueling system(s) is a REC for the Property. The following business environmental risk (BER) was identified in connection with the Property: ? The main buildings on the Property appear to have been constructed in 1958.
