Additional Property Attributes

Based on historical records, the Property appears to have been developed as a residential neighborhood by 1890. Many of the residential structures appear to have been demolished between 1962 and 1972. The large commercial building located at 115 E. Pacific Ave. appears to have been constructed by 1972 and operated as a flower distribution warehouse under various ownership until 2006. Aerial photographs indicate that by 1982, all of the residential dwellings on the Property had been demolished. The property was purchased by the current owner in 2006 and the floral warehouse building was renovated and then church building operations were moved into the building on the south parcel. The building is currently used as a church, caf�office, counseling, and light manufacturing (i.e., packaging, distribution, and general assembly of Garden?s Best health food products). Although no RECs were identified, the following business environmental risks (BERs) and/or other potential environmental liabilities relevant to future redevelopment or reuse of the Property were identified by Stantec: ? The potential for near surface soil throughout the Property to be impacted from polycyclic aromatic hydrocarbons (PAHs), lead, arsenic and other pollutants commonly present in older urban areas, from the long term (>130-year) use of the Property for residential and commercial land uses. A related concern is potential presence of asbestos, lead-based paint and other regulated building materials (RBMs) in near surface soil associated with the demolition of at least than 50 former residences and garages that occurred prior to construction of the existing buildings (with demolition taking place prior to enactment of regulations requiring abatement of these materials in conjunction with demolition). The level of concern is reduced by the fact that 90% or more of the ground surface at the Property is covered by pavement and the building.
