Additional Property Attributes

At the time of the site reconnaissance, the northern parcel consisted of dense vegetation with a modular office building, remnant concrete block buildings, semi-trailers and several mobile homes. A gravel parking area and driveway were located near the northeast corner that extended to Spring Street. Several piles of building debris, scrap metal, and brush were also observed throughout the northern parcel. The southern triangular-shaped parcel was occupied by Kenny's Imports (a junkyard) and was observed from McCullough Pike. Numerous junk vehicles were stored on the southern parcel. This assessment has revealed the following recognized environmental conditions and vapor encroachment conditions (VECs) in connection with the Subject Property:
* The presence of contamination on the northern parcel of the Subject Property exceeding applicable regulatory screening levels.
* The potential for contamination as a result of releases associated with the current and former storage and disposal of junk vehicles on and adjoining the southern parcel of the Subject Property.
It is the EP's opinion that further investigation is warranted.
The following recognized environmental conditions, controlled recognized environmental conditions and/or VECs were identified at the Subject Property.
* We reviewed a Phase II ESA and a Further Site Investigation report. Analytical results of the soil samples collected indicated concentrations of benzo(a)pyrene, arsenic and lead that exceeded IDEM's 2023 Risk-based Closure Guide (R2) Published Levels. Additionally, totals metals and naphthalene exceeded the IDEM 2023 Published Levels for groundwater.

This Analysis of Brownfield Cleanup Alternatives (ABCA) documents the preliminary evaluation of environmental response action alternatives considered to mitigate potential exposures to contaminated soil and groundwater at the Graveyard Auto property. To redevelop the Property, response activities are necessary to protect human health and the environment. Alternative response and environmental management activities considered for the Property consisted of the following:
* Alternative 1 - No environmental response actions are performed on the site (the "no action" alternative), the existing hazardous substances remain in-place and the ERC is recorded on the Property Deed.
* Alternative 2 -Removal of solid waste, excavation, removal and offsite disposal of the shallow lead contaminated soil; and application of an In situ remediation technology to remove and/or stabilize the naphthalene contaminated groundwater in-place.
* Alternative 3 - Removal of solid waste from the surface of the Property and construction of a protective cap over the lead contaminated area to prevent direct contact. Impaired groundwater will be addressed through an In situ remediation technology to remove and/or stabilize the naphthalene contaminated groundwater in-place.
Alternative 2 is recommended as the appropriate environmental response action, as it addresses the immediate environmental and human health risks associated with the contaminated soil and groundwater on the Property. Although Alternative 2 is the recommended remedial response action, SME recommends a site-wide surface soil assessment to evaluate the surface soil quality across the Property.
A FSI of the Graveyard Auto property located at 1320 Emery Crossing Road, Clarksville, in Clark County, Indiana was conducted. The scope of the FSI was designed to further evaluate the lead impacts identified in the surface soil and the naphthalene impact identified in the groundwater during the April Phase II ESA. The analytical results of the soil samples collected from the soil borings identified concentrations of naphthalene above laboratory reporting limits in the surface soil samples collected from soil borings GP1 through GP3; however, no concentrations of naphthalene were measured in concentrations that exceeded IDEM RCG Screening Levels.
