Additional Property Attributes

At the time of the reconnaissance, the Property consisted of approximately 24.1-acres of land divided into north and south portions by East Riverside Drive. The north portion of the Property was developed with an approximately 50 square-foot maintenance building, and the remnants of seven bulk aboveground storage tanks and associated berms and roadways. A levee was located along the southern boundary of the north portion of the Property. The south portion of the Property (Ashland Park), consisted of a playground, a pavilion, an approximately 200 square-foot restroom building, and a former barge fueling station. The remainder of the Property consisted of grassy and wooded areas. Commercial developments adjoined the Property to the north. A former industrial development adjoined the Property to the northeast, with residential and commercial developments located beyond. The Ohio River bordered the Property to the south, and a railroad track bordered the Property to the west, with residential developments located beyond. The Property was developed with lumber yards, railroad spurs and a commercial building from at least 1891 to the mid-1920s. In 1940, the Property appeared primarily as wooded land and a levee was located along the southern boundary of the northern portion. From 1949 to the mid-1990s, the northern portion of the Property was developed with several large storage tanks and the southern portion of the Property was developed as a dock. In 1998, Riverside Drive was rerouted and divided the northern and southern portions of the Property. A park was located on the southern portion of the Property. From 1886 to 2016, surrounding areas consisted of residential, commercial and industrial land uses.

A Comfort Letter was received from IDEM on August 31, 2022. Per Comfort Letter-"The Owner must abide by the land use restriction in the ERC which is summarized below: Do not use groundwater on-site". IDEM encourages redeveloping the Site.
